Make sure you have a decent brand. If you're using a super cheap foundation it won't last long at all.
I agree there's not much you can do, but be sure to put a moisturizer on before you apply your foundation. The moisture from the lotion gives the powder something to attach to. It doesn't bond well with unmoisturized skin.

well there's not much that you can do to make it last longer but the more you touch you face with anything the quicker it rubs off because of the oils and everything so try not to touch your face (it can also cause zits)
Yes, the process should be liquid foundation first. Then cover-up, if you wear it. Then brush on the powder with a makeup brush. If you buff it in it should last longer and look more even.
Put on liquid foundation and powder foundation over top of that.
apply liquid foundation first.
