Well a powder brush is fluffy a foundation brush should look like paint brush. And no, you don't need one. Application is all about your preference, some people like to use their hands, there's sponge applicators in pretty much whatever shape you'd like, or a brush of course.
As for using a small powder brush. . . brushes are designed differently to handle either powder OR liquid, normally not both so I would nix that idea. But a foundation brush it not essential, personally that's what I prefer, but everyone is different! a powder brush is a larger blush brush. A foundation brush looks like a paint brush. It's typicaly about 3/4 inch wide. They're great...
quick tip: to make your foundation go further, mix it with your moisturizer. you'll get the benefits of your moisturizer, same coverage, and make both go much further!
foundation brushes are hard and like a paintbrush. powder is much softer/round
Foundation brush : longish handle with approximately one inch stiffish brush.
Blush brush: short fat brush! Also used for powder. Don't see any reason why you can't use a small powder brush if it works for you!
